In 2022, the Philippine town of Bamban elected a young, energetic mayor — and two years later, police raided a walled scam compound behind her town hall and found nearly nine hundred workers inside. Her fingerprints said she was a Chinese national named Guo Hua Ping; she was convicted of human trafficking and sentenced to life, while the claim that she was a spy was never proven in court. As of October 30, 2026, this episode carries the case exactly as the record allows — the conviction stated as fact, the spy identity alleged and disputed, unknowns named.

Alice Leal Guo was elected mayor of Bamban, Tarlac, in 2022. On March 13, 2024, Philippine authorities raided a large compound in Bamban — associated with Baofu Land Development and occupied by the offshore gaming operator Zun Yuan Technology — and found approximately 875 workers of several nationalities inside, following a Vietnamese national's escape and allegations of detention and abuse. The investigation led to Guo: in June 2024 the National Bureau of Investigation matched her fingerprints to Guo Hua Ping, a Chinese national. She fled the Philippines in July 2024, was arrested in Tangerang, Indonesia on September 3, 2024, and returned on September 6. On November 20, 2025, the Pasig City Regional Trial Court convicted her and seven co-defendants of qualified human trafficking, sentencing her to life imprisonment and a two-million-peso fine. The claim that she is a Chinese intelligence operative — the Guo Hua Ping identity as a spy — was raised by Philippine senators but never charged, never proven, and is disputed.
Alice Leal Guo (fingerprints matched to Guo Hua Ping) — former mayor of Bamban; CONVICTED of qualified human trafficking, serving a life sentence at the Correctional Institution for Women in Mandaluyong since December 2025; denies wrongdoing and plans to appeal; the spy identity remains alleged and disputed, never a court finding. Senator Risa Hontiveros — announced the fingerprint match in June 2024. Senator Sherwin Gatchalian — identified municipal records linking Guo to gaming operations. The National Bureau of Investigation — conducted the fingerprint comparison. The approximately 875 workers found in the compound — the victims in the trafficking record; mechanics of the case, never sensationalized.
